Gender Expert - Supporting Recovery by Micro, Small, and Medium-Sized Enterprises in the Pacific from the Effects of the COVID-19 Pandemic

Expert to be recruited within the ADB funded project "Supporting Recovery by Micro, Small, and Medium-Sized
Enterprises in the Pacific from the Effects of the COVID-19 Pandemic". The intended start date is July 2021 and the period of implementation of the contract will be 48 months from this date.  

The minimum recommended input of Gender Expert is 16 working month

Description of Role

The Gender Expert will work closely with all the key experts to mainstream gender elements into the targeted interventions. The expert will ensure that policy and regulatory reforms, financial product development and provision of business development services integrates support to women owned MSMEs. The expert will need to understand and manage the social and cultural barriers faced by women and women-owned MSMEs preferably in the Pacific and still be capable to drive gender related programs in such difficult circumstances.

Core Skills and Experience Required

The Gender Expert will at a minimum have: 

• 8 years’ experience working on gender-specific issues in lower-middle income economies, preferably in the Pacific through a development organization;
• experience working with national governments and private sector actors across a range of issues faced by women owned MSMEs, including developing gender policies and action plan, and promote women owned MSMEs access to information, finance and business development services;
• extensive knowledge and understanding of institutional constraints faced by women in lower-middle income countries, preferably in the Pacific, including legal and socio-cultural aspects; and
• some experience working with women owned MSMEs, facilitating their move to the formal economy, will be advantageous.

Qualification:

The Gender Expert will at a minimum have a degree in social science, or equivalent
