MSME Law Reform Expert - Supporting Recovery by Micro, Small, and Medium-Sized Enterprises in the Pacific from the Effects of the COVID-19 Pandemic

Expert to be recruited within the ADB funded project "Supporting Recovery by Micro, Small, and Medium-Sized
Enterprises in the Pacific from the Effects of the COVID-19 Pandemic". The intended start date is July 2021 and the period of implementation of the contract will be 48 months from this date.  

The minimum recommended input of MSME Law Reform Expert is 16 working months.

Description of Role

The MSME Law Reform Expert will be responsible for legislative and regulatory reforms that may be needed to enable the private sector, especially MSMEs in the respective Pacific DMCs. The expert will be required to hold discussions at the highest levels of government, including Prime Ministers, Ministers of Justice, and Cabinet members and senior representatives of the private and MSME sector on better legal and regulatory approaches. The expert will also need to coordinate this work closely with ADBs ongoing program, the Pacific Private Sector Development Initiative, Phase IV. The expert will be required to take a tailored and unconventional approach to these reforms and ensure that any legal and regulatory intervention is an ‘enabler’ for MSME.

 

Core Skills and Experience Required

The MSME Law Reform Expert will at a minimum have:

  • 10 years of proven experience in legal practice in a common law country;
  • 7 years of proven specific experience in developing or reforming legislation and regulations for the private sector and MSMEs in a lower-middle income country, preferably in the Pacific; and
  • understanding of the legal and regulatory constraints faced by MSMEs, compounded by political economy challenges, especially in the Pacific.

Qualification:

The MSME Law Reform Expert at a minimum will have a degree in common law, or equivalent.

 

Assignment duration: 48 months 

Working months: 16 months
