Position: Team Leader and Quality Infrastructure Expert

Expert to be recruited within the EU funded project “Technical Assistance in the Areas of Domestic Market and Industrial Competitiveness Trade & Domestic Market Enhancement Programme - TDMEP” (27 months).

The project aims at supporting the Ministry of Trade and Industry in the implementation and execution of key policy reforms in order to sustain economic development and Egypt’s further integration into the global regional economy.

Qualification and skills:

• University degree (preferably at master’s level) in related fields: Quality Management System, Engineering, Business or Public Administration, Economics, Private Sector Development, or Certified Quality Management with additional relevant professional experience of minimum 10 years in Quality Improvement body
• Strong communication skills and ability to communicate with people at all levels
• Excellent verbal and written command of English and Knowledge of Arabic language is an asset
• Strong change management and institution development
• Proven ability to develop solid partnerships with high level officials in order to achieve project results
• Proven access to a network among international practitioners and managing diverse group of experts in complex environment
• Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings
• Good interviewing skills
• Strong expert leadership and team building capacities are advantage
• Self-driven, quick learner
• Analytical and computer skills
• Stress resistant and frustration tolerant
• Neutral and objective attitude

General Professional Experience:

• At least 15 years of professional experience with the development of national quality infrastructures, institutionalizing quality management systems, quality control and quality assurance 8standardisation, conformity assessment, accreditation, metrology, market surveillance, policy, regulations) according to EU model
• Demonstrated experience in capacity building, human resources development and knowledge transfer in quality related topics
• Relevant professional experience in Egypt would be and added advantage
• Experience as Team Leader in at least one 3-year EU funded TA project related to the enhancement of national quality infrastructure, and at least of similar size and complexity is considered ad added advantage

Specific Professional Experience:

• Minimum of 5 years (within 15 years) of the professional experience gained in managing projects involving multiple technical aspects: quality certifications, regulatory reforms, setup standards and parameters, operation and procedures, conformity assessment, testing, standardization, accreditation, technical regulations, market control
• Experience in implementation, policy options, institutional capacity building, awareness raising and training components of management systems according to ISO 17020, ISO 17025, ISO 17605 and ISO 31000 or the equivalent standards
• Professional users of at least one of statistical software packages and knowledge of office and process automation
• Previous working experience in public or semi-public national institute with responsibilities in quality infrastructure (standards/conformity assessments/accreditation/market control) is considered an advantage

Certified in one of the Quality Management System: ISO series is advantage
