Team Leader - Strengthening the capacities of CFCU Montenegro for Management and Implementation of EU Funds

Expert to be recruited within the EU funded project “Strengthening the capacities of CFCU Montenegro for management and implementation of EU funds”. The intended start date is February 2020 and the period of implementation of the contract will be 12 months from this date. 

The objective of the project is to further enchance the capacities of Directorate for Finance and Contracting of the EU Assistance Funds (CFCU) for efficient management and implementation of EU funds. 

Key Expert 1: Team Leader (minimum 150 working days in Montenegro)

Qualifications and skills:

  • Minimum Bachelor’s degree in Economics, Public administration, Law, Business Administration or other areas relevant to this contract OR at least 5 years of relevant professional experience additional to the general professional experience required below;
  • Master degree will be considered as an advantage;
  • Very good knowledge of the English language;
  • Knowledge of a local language will be considered as an advantage;
  • Computer literacy (command of Microsoft Office (Word, Excel, PowerPoint, etc.) and Internet).

General professional experience:

  • Minimum 8 years of professional experience related to decentralised/indirect implementation and management of EU funds.

Specific professional experience:

  • A team leader in at least one EU-funded project with same or higher value within the last five (5) years from the deadline for submission of tenders;
  • Work experience either as an employee in national administration/s in the EU Member States, candidate or potential candidate countries or service provider/contractor in the areas relevant to this service contract;
  • Experience in development and delivery of training programmes in the areas relevant to this service contract;
  • Experience in implementation and management of EU funds gained in countries beneficiaries of IPA II assistance.
